In the Netherlands, the Publicatiereeks Gevaarlijke Stoffen (PGS) [Publication Series Hazardous Substances] applies. Particularly PGS 8, PGS 15, and PGS 37-2 are relevant for prefabricated storage systems for hazardous substances.
These PGS guidelines are incorporated into the new Environmental Act and are compiled based on a risk-based approach. This means that an analysis has been carried out of the risks that can occur with hazardous substances. The situations where things can go wrong and lead to undesirable, dangerous consequences are described in scenarios. For these scenarios, objectives have been formulated aimed at managing the risks. These objectives can be met through measures. Part of these measures includes the use of storage systems such as those offered by KOK Milieuopslagsystemen.
The PGS 15 covers both structural and prefabricated storage facilities for hazardous substances. To establish uniform requirements specifically for prefabricated storage systems, the VLPO Guideline for the assessment of prefabricated storage facilities according to PGS 15 drawn up.
In Belgium, the storage of dangerous substances is regulated by Vlarem II.
